Motion 1 

That CUPW Local 846 allocate funding to send two delegates to the May 2026 Constitutional Convention of the Canadian Labour Congress. This funding will cover the cost of flights and accommodation to and from the conference as well as compensation for lost wages and per diem for food at the rates proscribed in the CUPW Constitution. Furthermore, the local will elect said convention delegates at the March 2026 Local General Membership Meeting.

Notice of Motion to Amend Bylaw 8.3(d)

Whereas

  • Whereas the Canadian Union of Postal Workers is committed to democratic, fair, and accessible elections for all members; and
  • Whereas in-person paper ballot elections can limit participation by members due to work schedules, leave, illness, disability; and
  • Whereas electronic, mail-in, and telephone voting methods increase member participation while maintaining secrecy and integrity of the ballot; and
  • Whereas the CUPW National Constitution permits alternative voting methods provided the principles of democratic control and secret ballot are upheld;

Be it resolved

that Bylaw 8.3(d), Section 2, Section 2 clauses (c) and (d) and Section 3 be amended as follows:

Strike section 2 and replace with:

“The balloting committee shall supervise the following (elections and votes:) election processes:

Strike section 2 clauses 2(c) and 2(d) and replace with:

  1. Annual Elections of Full-Time officers, Table officers, Executive Shop Stewards, and Shop Stewards, which shall be conducted electronically and through mail-in voting and telephone voting;
    d. Run-off elections as deemed necessary of Full-Time officers, Table officers, Executive Shop Stewards, and shop Stewards, which shall be conducted electronically and through mail-in voting and telephone voting;

Strike section 3 and replace with:

The Balloting Committee shall supervise the counting of ballots, at elections, by-elections, run-off elections and referendum votes held at membership meetings, and at no time shall less than three (3) committee members count ballots.

All other sections, subsections and clauses of Bylaw 8.3(d) shall remain unchanged.
