Motion:
Whereas … The CUPW Constitution defines the aims of the Union to improve the general wellbeing of its members [1.02(b)].
Whereas … A Local Executive Committee will have optimal results at improving the general well-being of its members when its committee members are fully trained and all positions are fully covered.
Whereas … The Shop Steward Body agrees that simultaneous absences in the Local Executive Committee will yield a failure to sufficiently represent the members of the Local.
Whereas … The General Membership is also limited in their decisions on when to bid for vacation.
Therefore, be it Resolved … we add a new clause to “Article 11 – Finances, Clause 8 – Full Time Officers” of the bylaws.
As IT STANDS:
11.8 FULL TIME OFFICERS
ANNUAL LEAVE
- Annual Leave shall be accumulated as per the Collective Agreement. In addition, Officers shall have one (1) extra week annual leave in consideration of 11.8 D of these bylaws.
- The Local Executive Committee, in conjunction with the officers shall establish a schedule of annual leave periods from (April 1 to March 31) ensuring that service to the membership is maintained.
- The Local Executive committee shall, insofar as possible, require the Officers to use them annual leave credits.
- Annual leave not used during the calendar year it is earned must be used or paid out during the following calendar year. lf the Leave is not used in the course of that year, it shall be paid out as of December 31st at the rate it was earned.
- Notwithstanding the above the Local Executive may approve carry-over beyond one vacation leave year due to exceptional circumstances.

- The Local Executive Committee, in conjunction with the officers shall establish a schedule of annual leave from April 1st to March 31st. Officers shall establish and post this schedule for the membership no later than March 31st. There shall be one (1) column open for bidding by seniority, and only one (1) officer may he on annual leave at any given time. Should any officer be elected after an annual leave schedule is established for the leave year, they shall bid on the remaining weeks in the schedule once elected, pro-rated to their term of office.
- The Local Executive committee shall, insofar as possible, require the Officers to use them annual leave credits.
- Annual leave not used during the calendar year it is earned must be used or paid out during the following calendar year. lf the Leave is not used in the course of that year, it shall be paid out as of December 31st at the rate it was earned.
