Looking Back on a CUPW Victory with Long-Term  Effects on Our Working Conditions

October 16 is the 40th anniversary of the creation of Canada Post Corporation under the Canada Post Corporation Act, intended to make the postal service more autonomous: to help it compete against other parcel and courier services, to maintain financial self-sufficiency, and to improve labour relations in the postal service after several conflicts in the 1970s and 80s.

Among other things, the Act defines a letter, and grants Canada Post its “exclusive privilege” to deliver letter-mail, while leaving it to compete with private-sector operators in other products and services. The CPC Act was actually passed unanimously in the House of Commons!

How and When the Federal Vaccine Mandate Will Affect Canada Post Workplaces

Tensions are high about vaccines and the measures taken to deal with COVID-19 in general. Fatigue and anxiety are real, and we have to be patient with one another, and all do our best to protect ourselves and avoid transmission of the virus.

CUPW has sought legal advice while in consultation with Canada Post Corporation and has taken measures to ensure you have options that respect your rights and the current applicable laws. As we have been doing throughout the pandemic, CUPW will continue to keep you updated with current information on processes that will impact you in your workplaces. This will assist you to better understand the stakes and consequences of your choices.

How and When 

Canada Post will announce its plans to comply with the vaccination requirements for federal workers to the membership next week. What we know so far:

  • On October 30, members who are actively at work will need to provide accurate and up to date proof of vaccination by phoning a 1-800 number and attesting that they are either “fully vaccinated” or that they have chosen the rapid test option. Be advised that CPC’s current “practice” document specifies that they may require government issued proof of vaccination indicating the dates.
  • By choosing the rapid test option, you will be required to self test twice (2x) a week prior to entering your workplace and you will be required to attest to your results by again phoning the 1-800 number.
  • During the period from October 30 to November 15, 2021, CPC will start mailing rapid testing kits, at no costs to the workers, to the homes of those who have chosen the rapid testing option.
  • If by October 30, you have not selected one of the above options, you will receive an automated phone call reminding you that this is a requirement to continue attending work.
  • You will have to indicate your choice to CPC before November 15, or you will not be permitted to enter the workplace and will be placed on Leave Without Pay.

We encourage members who are currently partially vaccinated to book their second shot by mid-October, in order to meet the October 30 deadline.

Canada Post is Proceeding with Phase Two of the De-escalation COVID Safety Measures Framework

On July 14, July 20 and August 10, the National Joint Health and Safety Committee consulted with the Canada Post Corporation (CPC) on Phase Two of the de-escalation COVID safety measures framework. Consultation on this topic also took place on August 11, through National Consultation.

On August 30, Canada Post entered the second phase of the de-escalation COVID safety measures framework, resuming original delivery process with modifications to allow for social distancing and zero physical contact with customers.
