Shift Bid 2009

 

The Local has requested a Shift Bid for the VMPP. The process is underway, but with a few stumbling blocks created by management.

In advance of our first scheduled meeting we requested documents outlining the Corporation’s intentions, specific to all affected sections within the Plant. This is a preface to any meaningful consultation. Nothing was provided to the Union that gave any indication of management’s plans. If the Corporation provided the requested information that would have given the Union a picture of what management’s intentions are for the Shift Bid, then we would be able to begin the consultation process.

In preparation for Shift Bid, the Union had requested from Marie Robinson, VMPP Director, a record of hours of Temporary employees in the VMPP, as well as Part-time extended hours.

The Union re-iterated the request for the documentation of hours on September 19, 2008 at a meeting with Dave Nelson, Acting Superintendent of P, C & R. Mr. Nelson refused to give the Union any of the specified information, stating, “we’re not willing to give you what you requested.”  The Union believes there is a case to be made for more full-time positions, and we are not being given access to information to which we are entitled. Pressed for his reasoning, Mr. Nelson said that “National says we mustn’t give it to you,” and further, “we could, but we won’t,” give the Union the requested information.

It is a far cry from meaningful consultation when we are advised of changes that Management intends to implement, without being given the opportunity to put forward our views, after reviewing management’s proposal. We were told that by the 26th of September that the Managers will have come up with any changes to rosters they may have planned.

What we have seen is a posting for bid of new part-time positions: 9 on graveyard, and 5 on #3 shift in O/S. Our proposal for making some of the Part-time positions into Full-time was met with “we can’t.” We can take this as an indication that the Corporate line (from National) is being towed. We have seen the consistent use of temporary employees on all shifts.

What we have established are some time-lines for the shift bid: there will be one more monthly bid in October which closes October 28th; the bidding process for Shift Bid will follow, approximately October 29 – November 5th; and the implementation will be January 18th.

When we have some details of Management’s intentions, we will meet to consult, hopefully in the coming week.
